WORK PERMIT

Most people are required to obtain Work Permit prior to arriving to Canada and engaging into working for a Canadian employer.

Canada is protective of its labor market, however, there are many areas, where the shortage of workers has been acknowledged by the Federal government, as well as by the Provincial governments. Such shortages are usually filed by the workers from overseas, who are prepared and ready to bring their expertise and skills to Canada. While in most cases, the foreign workers are expected to be educated professionals with experience, such areas as construction, sewing and others require a great number of helping working force without specific education. 

In most cases, obtaining Canadian Work permit is a two stages process. At the first stage, Canadian Employer must receive a validation of the job offer extended to a foreign worker from Human Resources and Skills Development Canada ( HRSDC). While applying for such validation , Canadian employer must demonstrate an extensive effort made to hire from the local labor market, as well as ensure that the foreign worker will be remunerated for his or her job adequately. 
Once the validation of a job offer extended by the Canadian employer is received, the application for Work permit must be brought to the Canadian Visa Mission of the Applicant, seeking entry to Canada as a foreign worker. In case of a favorable decision of the application, foreign worker must undergo medical examination. 

There are certain categories of employment, where individuals are exempt from obtaining HRSDC validation on the job offer, extended by the Canadian employer to a foreign worker.

NAFTA ( North American Trade Agreement), which applies to the Citizens of Canada, United States and Mexico, allows the citizens of these countries to apply  for Work Permit in Canada without HRDC validation.
In case a foreign worker in Canada is willing to change his Canadian employer, and a validation on the new employer's job offer is received, the conditions of the Work Permit might be changed without leaving Canada and through the Canadian Immigration Centre in Vegreville, Alberta.
